Malaysia
Malaysia sells long leases on residence, not membership. The federal MM2H tiers, PVIP and the state schemes all hand out between five and twenty years of legal stay, and none of them feeds a permanent residence clock. The only route with any settlement logic runs through a job.
Can you stay in Malaysia long term?
Yes, for a very long time, and almost never as anything but a pass holder. In ten years you can still be here legally, still renewing.
MM2H gives 5 years at Silver, 15 at Gold and 20 at Platinum. PVIP gives 20. The Sarawak scheme gives 10 and confines you to one state. None of them converts to permanent residence at any tier. A couple can park USD 150,000 in a Malaysian bank, buy a RM 600,000 condo, live there for a decade and still be a guest at the end of it. MM2H is legally a social visit pass, which is why it has no PR clock and no citizenship clock at all.
The one ladder that exists: Employment Pass first, which gives you the 5 years of continuous residence that form the formal floor for a PR application. Then Residence Pass-Talent at 10 years, which detaches you from a single employer and is the only pass from which a PR application is realistically made. Then a discretionary application to the Immigration Department. Meeting every criterion does not mean approval, and approval is uncommon.
Citizenship sits behind 10 years of residence in the preceding 12, at ministerial discretion. Malaysia does not permit dual citizenship, so naturalisation is effectively closed to anyone who intends to keep their original passport.

| Have a Malaysian job offer at RM 10,000+ | Employment Pass | Family · PR possible in theory · employer sponsored |
| Three years on an EP, RM 15,000 a month | Residence Pass-Talent | Family, spouse may work · discretionary · RM 15,000 salary |
| Retired or long-stay, moderate capital | MM2H Silver | Family · no settlement · USD 150,000 plus a condo |
| Want 15 years and will buy property anyway | MM2H Gold | Family · no settlement · USD 500,000 plus RM 1,000,000 property |

Read the settlement column before the threshold column. On five of these six rows the answer is none.
The programmes
MM2H Silver. The cheapest federal long-stay route: USD 150,000 fixed deposit plus a compulsory property purchase of at least RM 600,000, for 5 years. It does not permit work of any kind, and the property is not optional. Selling it within 10 years, other than to upgrade, revokes the pass.
MM2H Gold. USD 500,000 deposited and a RM 1,000,000 property, for 15 years. It costs USD 350,000 more than Silver and buys 10 extra years and nothing else. Business and career activity are still “not allowed”, which surprises most buyers at this price.
PVIP. The Premium Visa Programme: RM 1,000,000 deposited, RM 200,000 non-refundable participation fee, RM 100,000 per dependent, and documented income of RM 40,000 a month. Twenty years, work and business permitted, no minimum stay. The fee is charged per principal, so a family of four pays RM 500,000 before the deposit.
Employment Pass. The ordinary work route, salary-banded from RM 5,000 to RM 20,000 and above. The bands were rewritten with effect from 1 June 2026: Category I doubled from RM 10,000 to RM 20,000, and renewals are caught as well as new applications. The pass is tied to the sponsoring employer.
Residence Pass-Talent. Ten years, employer-independent, spouse allowed to work. Requires 3 consecutive years on an Employment Pass, RM 15,000 a month basic, 2 years of Malaysian tax paid and a degree. You cannot apply from outside the country or before the three years are served.
DE Rantau Nomad Pass. The remote-work option: USD 24,000 a year for tech and digital professions, USD 60,000 for non-tech business roles, 3 to 12 months at a time with a hard 24 month ceiling. Covers Peninsular Malaysia and Labuan only, so Sabah and Sarawak are excluded.
What Malaysia is bad at
Settlement, in a word. Every long-stay programme is a visit pass with a bigger number on it, and the property requirement converts a liquid deposit into an illiquid asset in exactly the segment of the market that does not resell. Work rights are carved up to punish the middle: Silver and Gold cannot work at all, Platinum and PVIP can but charge six figures for the permission. The employment route functions but is being tightened deliberately, with succession plans now demanded at Categories II and III. And the state programmes look cheaper until you notice you are confined to Sarawak or Sabah, need a local sponsor or agent, and in Sabah must buy a high-rise unit at a fixed floor price.
