MM2H Silver or Gold, and What the Extra USD 350,000 Buys
Is MM2H Silver or Gold the better tier?
Silver costs a USD 150,000 deposit and a property of at least RM 600,000, and runs five years. Gold costs a USD 500,000 deposit and an RM 1,000,000 property, and runs fifteen. The difference is USD 350,000 of extra capital, an extra RM 400,000 of property, and ten extra years. Neither permits work.
That is the whole trade. If you are choosing between them, you are buying duration, not rights.

Both are social visit passes under the Immigration Act. Neither has a permanent residence clock, and Malaysia does not permit dual citizenship, so neither leads to a passport.
The cost beyond the deposit
The deposit is refundable on exit, which makes it feel free. It is not free, for three reasons.
The money is locked in a Malaysian bank at Malaysian deposit rates, so the opportunity cost is real over five or fifteen years. The property purchase is compulsory, not optional, and the pass is revoked if you fail to buy or sell within ten years other than to upgrade. And the fees are sunk: RM 1,000 participating fee for Silver and RM 3,000 for Gold, plus RM 5,000 processing for the principal and RM 2,500 per dependant at either tier.
Add the agency requirement. Applications go through a Ministry of Tourism licensed MM2H agent, and there is no direct channel. That is a real cost and a real dependency, and it is the same at both tiers.
The property problem
The property floor is the part applicants underestimate. At Silver you must buy at RM 600,000 or more. At Gold, RM 1,000,000 or more. Both numbers sit in a segment of the Malaysian market with weak resale liquidity, and the ten year holding rule removes the exit even if a buyer appears.
A buyer who would have rented for five years is now a forced purchaser in a specific price band, with a specific holding period, in a market they may not know. That is the largest hidden cost of the programme and it is identical in structure at both tiers.
Who should take Silver
Someone aged 50 or over who wants a base in Malaysia for five years, will buy property anyway, and has no intention of working. The absence of a presence requirement above 50 makes it the least onerous federal route for a genuine retiree.
It also suits a couple where one partner is over 50 and the other is not, because a spouse or dependant can cover the 90 day presence requirement for the younger holder.
Who should take Gold
Someone who has already decided on a fifteen year horizon, will buy at the higher floor regardless, and values not renewing every five years. Gold is not a rights upgrade, so anyone buying it for work permission has bought the wrong product.
If work matters, the comparison is not Gold. It is PVIP, which permits employment and business for a much larger fee, or the Employment Pass, which permits it for a salary.
Watchpoints
- Neither tier permits work or business. This is the most common misunderstanding at both prices.
- The property is compulsory and cannot be sold within ten years other than to upgrade.
- Age 25 to 49 carries a 90 day annual presence requirement. Age 50 and over does not.
- The deposit is refundable, the fees are not. Budget the fees separately.
- Applications go through a licensed agent only. There is no direct channel.
- No tier leads to permanent residence. The only ladder runs through Employment Pass and Residence Pass-Talent.
