Malaysia’s DE Rantau Pass, and the 24 Month Ceiling
Who qualifies for Malaysia’s DE Rantau pass?
USD 24,000 a year of income for tech and digital professions, USD 60,000 for non-tech business roles, issued in three to twelve month blocks with a hard 24 month ceiling. It covers Peninsular Malaysia and Labuan only, so Sabah and Sarawak are excluded. It is the cheapest remote work permission in South East Asia and the shortest lived.
What it is
A pass issued by the Malaysia Digital Economy Corporation for foreign remote workers and freelancers serving clients abroad. Not a visa in the ordinary sense, and not residence. It permits you to live in Malaysia while earning elsewhere.
The two income bands are the first test. Tech and digital professions qualify at USD 24,000. Non-tech business roles need USD 60,000. Which band you fall into is decided by the profession on the application, not by your preference, and the lower band is not available to a general consultant.
The 24 month ceiling
The pass is issued in blocks of three to twelve months, renewable inside a total of 24 months. After that you leave, and there is no published route to extend.
That makes DE Rantau a two year product. People treat it as a way into Malaysia and discover in month twenty that it is a way to spend two years in Malaysia.
Where you can live
Peninsular Malaysia and Labuan. Sabah and Sarawak are excluded, which rules out Kota Kinabalu and Kuching, two of the more popular remote work bases in the country.
The exclusion is not a technicality. Those states run their own immigration arrangements, and the pass does not reach them.
Tax and banking
A 182 day presence can create Malaysian tax residency, and the interaction between that and the foreign-source income exemption is not addressed in the pass documentation. The exemption itself has been extended, which makes the question worth asking rather than assuming.
Banking is the practical friction. A pass holder can open an account, but the process wants a longer term pass than a twelve month DE Rantau in some branches. Bring the approval letter, the tenancy agreement and proof of income, and expect to try more than one bank.
Who it suits
A remote worker or freelancer who wants a low cost Asian base for one to two years, is paid entirely from abroad, and does not need a local salary or a family route.
It also suits someone testing Malaysia before committing to MM2H or PVIP, since two years is enough to learn whether the country fits.
Who it does not suit
Anyone planning a long stay. There is no bridge from DE Rantau to MM2H, to PVIP or to an Employment Pass, and no settlement credit. Anyone who needs to bring a family and have a spouse work locally. Anyone who wants to be in Sabah or Sarawak.
Watchpoints
- 24 months is the total, not per issue. Plan the exit before you arrive.
- Peninsular Malaysia and Labuan only. Sabah and Sarawak are outside the pass.
- The income band depends on the profession. Tech at USD 24,000, non-tech at USD 60,000.
- No local employment. Income must come from abroad.
- Tax residency can start at 182 days, and the foreign-source exemption interaction is unresolved in the published guidance.
- No route to permanent residence. Two years and out.
