PVIP or MM2H, Which One Actually Lets You Work

Can you work in Malaysia on PVIP or MM2H?

PVIP permits employment, business and study, runs twenty years, and costs a RM 1,000,000 deposit plus a RM 200,000 non-refundable fee plus RM 100,000 per dependant plus documented income of RM 40,000 a month. MM2H Silver costs a USD 150,000 deposit plus a compulsory property of at least RM 600,000, runs five years, and prohibits work and business entirely. Neither leads to permanent residence.

If work matters, MM2H is the wrong product at any tier.

A family of four on PVIP pays RM 500,000 in participation fees before the deposit is counted. On top of that Immigration charges RM 2,000 a year per holder in pass fees, which is another RM 160,000 across the twenty year term. That total is the number that decides most applications, and it is not in the headline price.

What PVIP is buying

Three things.

The right to work without an employer. No Employment Pass, no sponsor, no salary band. For a consultant, an investor who sits on a board, or someone building a business, that is the difference between a long holiday and a life.

Twenty years and no presence requirement. MM2H ties younger holders to 90 days a year. PVIP has no minimum stay at all.

No forced property purchase. The capital stays liquid in a fixed deposit rather than converting into an illiquid unit in a specific price band.

What MM2H is buying

A cheaper entry, a five year horizon, and a property you may have wanted anyway. For a retiree over 50 who will not work and intends to buy a home, Silver is a reasonable product at a fraction of the PVIP fee.

The mistake is treating MM2H as a cheaper route to the same thing. It is not the same thing. It is a visit pass with a large number on it, and the work prohibition is explicit in the conditions.

The income test is the real gate

PVIP requires documented income of RM 40,000 a month, about USD 9,790 at RM 4.09 per USD, shown across the latest three months of statements. That is not a deposit requirement, and a large balance does not satisfy it. The only alternative is total net worth of at least RM 1 billion, which almost nobody can document. Applicants who can produce the RM 1,000,000 but not a documented monthly income fail.

Check the income evidence first. It decides the route faster than the deposit does.

The agency monopoly

Both programmes require an authorised agent. Neither Immigration nor the MM2H One Stop Centre accepts direct applications.

That creates a market where unlicensed consultants collect deposits and disappear, and where fees vary widely for identical work. Ask for the licence number, verify it with the issuing body, and never transfer the deposit to an agent’s account.

Watchpoints

  1. Only PVIP permits work. MM2H prohibits employment and business at every tier.
  2. The PVIP fee is per principal and per dependant. A family of four pays RM 500,000 before the deposit.
  3. The PVIP income test is monthly and documented. Savings do not substitute.
  4. MM2H requires a property purchase. PVIP does not.
  5. Neither leads to permanent residence. Both are visit passes.
  6. Both require an authorised agent. Verify the licence before paying anything.
