Malaysia’s Only Settlement Ladder, Employment Pass to Residence Pass-Talent

How do you get permanent residence in Malaysia?

Employment Pass, then three consecutive years on it at RM 15,000 a month, then Residence Pass-Talent, then a discretionary permanent residence application. That is the only path in Malaysia that leads anywhere. Every MM2H and PVIP holder is a visitor, however long the pass runs.

The ladder

Step one, Employment Pass. The ordinary work route, salary banded from RM 5,000 to RM 20,000 and above. The bands were rewritten with effect from 1 June 2026, and Category I doubled from RM 10,000 to RM 20,000. Renewals are caught as well as new applications, which means existing holders were repriced, not grandfathered. The pass is tied to the sponsoring employer.

Step two, Residence Pass-Talent. Ten years, employer independent, and the spouse may work. Requirements: three consecutive years on an Employment Pass, RM 15,000 a month basic salary, two years of Malaysian tax paid, and a degree. You cannot apply from outside the country, and you cannot apply before the three years are served.

Step three, permanent residence. A discretionary application to the Immigration Department. Meeting every criterion does not mean approval, and approval is uncommon. The formal floor is five years of continuous residence.

Citizenship. Ten years of residence in the preceding twelve, at ministerial discretion. Malaysia does not permit dual citizenship, so naturalisation is effectively closed to anyone who wants to keep their existing passport.

Why the bands matter

The June 2026 rewrite is the biggest change to this route in years. Doubling Category I to RM 20,000 moves a large group of mid-senior professionals out of the category they were in, and applying the change at renewal means the effect arrives at the next renewal rather than at hire.

Employers are also being asked for succession plans at Categories II and III, which is a quiet tightening: the pass is increasingly for roles the company cannot fill locally, evidenced on paper.

What Residence Pass-Talent actually changes

It detaches you from your employer, which an Employment Pass never does. That matters for anyone whose permanent residence application depends on showing stable, continuous residence while changing jobs.

It also allows a working spouse, which the Employment Pass dependant route does not do in the same way.

It does not grant permanent residence. It grants ten years and a better platform from which to ask.

Who this suits

A professional with a real Malaysian job offer at RM 15,000 or above, a degree, and a ten year horizon. Someone who wants to build a career in Kuala Lumpur rather than retire there.

Who it does not suit

Anyone who cannot document a salary at that level, and anyone who assumed an MM2H pass would count toward residence. It does not. Time on a social visit pass is not time on a work pass.

Watchpoints

  1. Category I is now RM 20,000 a month. The June 2026 rewrite applies to renewals too.
  2. The RP-T requires three consecutive years on an Employment Pass, not three years in the country.
  3. Two years of Malaysian tax must be paid. A short tax record blocks the application.
  4. Permanent residence is discretionary. Criteria met is not approval given.
  5. Dual citizenship is not permitted. Naturalisation means renouncing.
  6. MM2H and PVIP years do not count toward this ladder. They are visit passes.
