Macau

Macau is a Special Administrative Region of China with its own immigration system, a labour market built to import workers temporarily, and no citizenship at the end of the process. The terminal status is permanent residence, and every route that reaches it requires seven years of ordinary residence.

Can you stay in Macau long term?

Yes, for a narrow group, and the clock decides everything. A foreigner can realistically still be in Macau in ten years through a talent programme under Law 7/2023, the major investment route, or marriage to a Macau resident. That is the whole list.

The Blue Card is not on it. It is how most foreign workers actually enter Macau, and the official FAQ says holders are “staying”, not “residing”, and will not receive a resident identity card even after seven years. Time on a Blue Card never becomes permanent residence. It is a work permit with a residence-shaped name.

The talent system carries a trap that costs people years. The High-end and Outstanding categories can be renewed without living in Macau, which reads as flexibility and is not. Permanent residence still requires seven years of ordinary residence, and years abroad are not ordinary residence. A holder who renews from London or Singapore every few years keeps a valid permit indefinitely and never becomes permanent. Only Advanced Professionals requires habitual residence to renew, and that category is tied to an employer.

Everything else is missing. There is no retirement visa, no digital nomad visa, no student route to permanent residence, and no property route. Buying a flat has given no residence right since 4 April 2007.

Two other doors exist and have no record here. An employer-held Blue Card quota gets you in and leads nowhere permanent. Family reunion requires a genuine marriage to a Macau resident and takes the same seven years.

The programmes

High-end Talents Programme. The top tier, for Nobel laureates, Olympic medallists, national academy members and people with equivalent international standing. No financial threshold, a permit of up to five years, and a recognition standard decided by committee rather than a published points table. Renewal does not require living in Macau, which is exactly how holders end up renewing forever without ever reaching permanent residence.

Outstanding Talents Programme. The route for senior professionals who need no employer, and the one most people mean when they say “Macau talent visa”. It runs as four separate industry programmes, Big Health, High-Tech, Modern Finance, and Culture, Sports and Other Industries, each with its own 300 point table and its own quota. The pass mark is 200 points. Permits run three years, then three, then up to five from the second renewal.

Advanced Professionals Programme. The employer-backed tier, for occupations Macau has listed as in short supply. Three gates: a job offer in the shortage occupation, the programme’s salary floor, and 150 of 300 points. The MOP 600,000 pre-tax salary figure comes from the 2023 big health programme and is not a national number. This is the only talent category that requires habitual residence for renewal, and the permit dies with the job.

Major Investment. Temporary residence under Administrative Regulation No. 3/2005 for an entrepreneur putting at least MOP 15,000,000 of their own capital into a Macau operating business. The property route closed on 4 April 2007, but this route is still open to new applicants. Money in stock, borrowed funds or a flat does not count, and renewal depends on the business actually running and employing local staff.

The current talent round runs from 2 December 2025 to 1 December 2026, with nine programmes across the three categories.

What Macau is bad at

Permanence, for almost everyone who actually lives there. The Blue Card, the route most foreign workers use, is explicitly not residence and never becomes residence. The talent programmes cover four industries, are decided by committee, open in rounds and reset their points tables between them, so a strong general professional often has no route at all.

The renewal rules are worse than the entry rules. Two of the three talent categories let you renew from abroad, which means the system will happily keep you temporary for twenty years while the permanent residence clock sits at zero. The one category that requires you to live in Macau is the one that requires an employer.

There is no retirement visa, no digital nomad visa and no property route, and the only investment route demands MOP 15,000,000 of own capital in an operating business. And there is no citizenship to work toward, because Macau is not a sovereign state. Permanent residence is where every route stops.
