Macau High-end Talents Programme
The top tier of Macau’s three talent categories under Law 7/2023, reserved for people with a globally recognised achievement rather than a salary or a points score.
There is no financial threshold here at all, which makes the programme look open to any strong CV. It is not. The test is a published recognition standard covering Nobel laureates, Olympic medallists, national-level experts and scholars, and people with equivalent international standing. A committee decides whether you meet it, and there is no points table to check yourself against beforehand.

The trap inside the renewal rule
The permit can be renewed without living in Macau. That sounds generous and is the single most expensive detail on the page. Permanent residence is granted after seven years of ordinary residence, and time spent abroad is not ordinary residence. A holder who renews from London or Singapore every five years keeps a valid permit forever and never becomes a permanent resident.
The renewal does require evidence of contribution to Macau’s long-term development, which is assessed rather than defined. Treat the permit as a licence you have to keep earning, not a status you own.
Application flow
- Confirm the current round is open. The third round runs from 2 December 2025 to 1 December 2026, with nine programmes across the three talent categories.
- Assemble evidence of the achievement or title named in the high-end recognition standard.
- Submit through the Talent Development Committee’s recruitment system, with documents in Chinese, Portuguese or English.
- The committee screens the application and the Chief Executive approves or refuses. The 90-day statutory clock stops while documents or outside opinions are pending.
- On approval, complete residence formalities at the Public Security Police Force within 90 days.
- Apply separately to the Finance Bureau if you want the tax incentives under Law 7/2023. They are not automatic.
Good fit
A researcher with a national academy title, a medallist, or a specialist holding a genuinely international prize with a body of work behind it. Someone who intends to base themselves in Macau and can show what they will build there over five years. A person whose recognition is documented by an outside body rather than asserted in a cover letter.
Poor fit
A senior professional with an excellent career and no globally recognised honour. That person belongs in the Outstanding Talents Programme, where a points score decides, or in Advanced Professionals with a job offer. Anyone who wants the permit as a travel document while living elsewhere, because the permit will renew and the permanent residence clock will not move.
Watchpoints
- Renewal is not residence. Years abroad renew the permit and build nothing toward the seven years. This is the reason people spend a decade on this programme and still hold a temporary status.
- “Globally recognised” is committee discretion. There is no published scoring table and no appeal against a negative discretionary decision. Ask what evidence the standard names before paying for translations and notarisation.
- Dependants run their own clock. A spouse and children get residence tied to the main applicant, but each one needs seven years of ordinary residence for permanent residence of their own.
- Rounds close. The programme opens in windows. Missing 1 December 2026 means waiting for the next round with no published date.
- Tax incentives need a second application. Law 7/2023 incentives are administered by the Finance Bureau and are refused to people who assume they came with the permit.
- No citizenship at the end. Macau is not a sovereign state. Permanent residence is where this stops.
