Macau Outstanding Talents Programme
The middle tier of Law 7/2023, scored on a points table, aimed at professionals who can carry one of Macau’s four key industries without needing a local employer.
This is the route most qualified professionals actually want, and the one most often misread. It is not a general skilled migration programme. It runs as four separate industry programmes, Big Health, High-Tech, Modern Finance, and Culture, Sports and Other Industries, each with its own points table, its own shortage list and its own quota for the round. A strong profile outside those four sectors scores nothing, however impressive it looks.

What the 200 points actually mean
The pass mark is 200 out of 300, scored on degree, professional experience, age, language ability and the industry-specific criteria. The tables come from the 2023 programme documents and are revised between rounds. A score calculated from a guide written for an earlier round is not a safe application, because both the weights and the shortage occupations can move.
Quotas are set per programme and per round. Meeting 200 points makes you eligible, not selected. The current round runs from 2 December 2025 to 1 December 2026, with nine programmes across the three talent categories.
Application flow
- Identify which of the four industry programmes you are applying under. You cannot apply to “the scheme” in general.
- Score yourself against the current table for that industry, not last round’s table.
- Gather degree certificates, employment references and language evidence, translated into Chinese, Portuguese or English.
- Submit through the Talent Development Committee system during an open round.
- The industry task force assesses, the committee reviews, and the Chief Executive approves.
- Complete residence formalities at the PSP within 90 days of selection.
Good fit
A founder or senior specialist in one of the four sectors who can reach 200 points on qualifications and experience alone, with no employer lined up. A clinician, engineer, finance professional or athlete with a documented record and a reason to be in Macau specifically. Someone who intends to live in Macau and work in the sector the programme is for.
Poor fit
Anyone whose career sits outside the four key industries. A generalist manager, a teacher, a designer or a marketing lead will usually find no table to score on. Anyone who needs a definite answer before resigning a job, because selection is quota-based and discretionary. Anyone planning to keep living abroad, because renewal does not build permanent residence time.
Watchpoints
- Renewal needs sector work. Habitual residence is not required for renewal, but you do have to show work or business matching the programme. Drifting into an unrelated job can defeat renewal while the permit appears valid.
- No-residence renewal does not build PR time. Seven years of ordinary residence is still the test for permanent residence. Renewing from abroad indefinitely leaves you permanently temporary.
- The points table moves between rounds. Criteria, weights and shortage lists are industry specific and revised. Recalculate before applying.
- Quota, not merit, decides the margin. A qualifying score does not guarantee a place in a round.
- Documents are screened literally. Files must be in Chinese, Portuguese or English. Untranslated, cropped or blurry documents are treated as not submitted, and the 90-day clock restarts when you resupply.
- No citizenship exists. Permanent residence is the end of the line.
