Work permit (Çalışma İzni)
Employer-sponsored permission to work in Turkey, filed by the company through e-Devlet, with an attached residence permit.
This is the route that quietly produces most Turkish citizens. Five years of lawful residence with tax filings behind it is the cleanest naturalisation file in the country, which makes an unglamorous employment permit more valuable than the schemes sold to remote workers. It is also the hardest to obtain without a real job offer, because the employer applies and carries the compliance risk.
The quota is why most applications never happen. A Turkish company must employ five insured Turkish citizens for every foreign employee. A firm with four Turkish staff cannot hire a foreigner at all, whatever the role. Sectoral and shareholder exemptions exist but are narrow and unpublished.

Application flow
- Secure a written offer from a Turkish employer that meets the 5:1 quota and its sector’s capital minimum.
- The employer files through e-Devlet with the contract, company documents and your credentials.
- The ministry reviews, typically 30 to 90 days.
- On approval, apply for the work visa at a consulate abroad. Applying from inside Turkey on a tourist visa is blocked for most nationalities.
- Enter Turkey and complete residence registration.
- Renew before expiry. The permit is tied to the employer, usually the role.
Good fit
A specialist or senior manager hired directly by a Turkish company that already employs enough Turkish staff for the quota. An intra-company transferee moving from a foreign parent to the Turkish subsidiary. Someone planning a long stay who wants the only route that reliably supports naturalisation at five years.
Poor fit
A freelancer, since there is no employer to file. Anyone hoping to arrive on a tourist visa and be hired locally, blocked for most nationalities and undeclared work anyway. Anyone targeting a small company, because the quota makes the application impossible however keen the employer.
Watchpoints
- The 5:1 quota kills small employers. Five insured Turkish citizens per foreign employee. Smaller companies cannot sponsor anyone.
- The employer applies, not the worker. If the employer withdraws or folds, the permit dies.
- In-country applications from a tourist visa are blocked for most nationalities. The application goes to a consulate abroad, so plan months ahead.
- The permit is tied to the employer and often the role. Changing jobs means a new application, not a transfer.
- Working without a work permit is deportation, not a fine. Undeclared work also produces a ban.
- Salary floors by sector were not confirmed. The ministry publishes them annually. Check the current communiqué before assuming a role qualifies.
