Digital Nomad Visa (Executive Order No. 86, s. 2025)

A one-year renewable visa for people who work remotely for employers or clients outside the Philippines, created by executive order in April 2025 and still not open for applications.

You cannot apply for this visa. As of 2026-10-22 the DFA e-Visa portal lists only 9(a) temporary visitor subcategories. There is no DNV form, no fee schedule and no checklist on any government domain. EO 86 required implementing guidelines within 30 days and a pilot within 60 days, both measured from 24 April 2025. Eighteen months later, neither has produced a live channel. No step-by-step DNV application process exists, and agents selling “DNV processing” are selling tourist visa assistance under a different name.

Application flow

There is no application flow. Do not pay anyone who says there is.

What EO 86 sets out, on paper, is this: a visa for remote workers, issued for one year and renewable for one year, with proof of foreign-source income, no local employment, and a reciprocity condition. The reciprocity condition is the part most summaries skip. The applicant must be a national of a country that offers a digital nomad visa to Filipinos. That excludes much of Southeast Asia and a long list of others, and it is a statutory filter rather than a policy preference.

Good fit

Nobody yet. Until a form exists on a government domain, no applicant fits. The visa is worth tracking if you are a remote worker from a country that already issues a comparable visa to Filipinos. Those nationals are the likely first cohort under the reciprocity clause. The order also mentions dependents without defining them.

Poor fit

Anyone paying an agent for DNV processing today. Anyone who needs to be legally resident in the Philippines within the next year. Anyone who has been told the income threshold is USD 24,000, which has no government source. And anyone planning to work for a Philippine employer or client on it, since local employment is expressly a ground for revocation even in the draft design.

Watchpoints

  1. The visa cannot be applied for. No form, no fee, no checklist, no portal. Verify for yourself: the DFA e-Visa portal is the only place a Philippine visa is lodged, and the DNV is not on it.
  2. The implementing guidelines are eighteen months overdue. EO 86 set a 30-day deadline for rules and a 60-day deadline for a pilot. Neither has produced an operational channel.
  3. The reciprocity clause is a hard filter. Your nationality must be one that offers a digital nomad visa to Filipinos. No list has been published, so nobody can confirm eligibility in advance.
  4. The USD 24,000 income figure is not in the order. EO 86 says only “sufficient income generated outside the Philippines”. Any specific number, including the one repeated across blogs, is speculation until the guidelines appear.
  5. The realistic substitute builds nothing. A tourist visa extended in blocks reaches a cumulative 36 months, permits no local work, and creates no residence. A stay over 183 days in a calendar year can also make you a resident alien for tax, which is the part people miss.
  6. Dependents are undefined. The order does not say whether a spouse or children can come. Do not plan around a family application.
