Izin Tinggal Tetap (KITAP)

Indonesia’s permanent residence card, issued for five years at a time and renewable indefinitely, but only to holders of a short list of temporary permits.

The important thing about KITAP is who cannot get it. It is not a status you apply for on merit or after a long enough stay. Article 54 of the Immigration Act names four categories of temporary stay permit that convert after three consecutive years: religious workers, workers, investors and the elderly. If your permit is not in one of those four, time does not help. The remote worker KITAS, which is the permit most foreigners actually hold, is not in the list.

Application flow

  1. Confirm your current ITAS is in a converting category and has run for the required period without a gap.
  2. Lodge the application at the local immigration office no later than 30 days before the ITAS expires.
  3. Supply the ITAS, the signed integration statement and, for workers and investors, a ministry recommendation.
  4. Fix any document flagged incomplete within 2 days. The file is rejected otherwise.
  5. Receive the directorate decision, then the KITAP card.
  6. Report or extend at the 5 year mark. The unlimited renewal is free; missing it is not recoverable.

Good fit

Anyone who has already held a work ITAS, an investor ITAS or an elderly ITAS for three continuous years. The marginal cost of conversion is small and the permit removes the annual renewal cycle entirely. Spouses of Indonesian citizens get there faster, after two years of marriage.

Poor fit

Remote workers on E33G, who are excluded no matter how long they stay. Short-stay second home holders, whose conversion status is legally ambiguous. Anyone who has let a permit lapse between contracts, because a gap resets the clock rather than pausing it.

Watchpoints

  1. Physical presence is a statutory condition, not a discretion. KITAP ends if you leave Indonesia for more than one year, or if you fail to extend after five years. There is no appeal against either.
  2. The 30 day filing window is hard. The application must be lodged at least 30 days before the ITAS expires. Miss it and you restart the clock from a new permit.
  3. A gap between contracts resets the three years. Renewals that overlap or chain cleanly are fine. A month abroad between employers is not.
  4. Investors need a live company. The ministry recommendation depends on current LKPM reporting and a valid PT PMA. A dormant company kills the conversion.
  5. The integration statement is required. A signed statement of allegiance to the state, waived only for children under 18 who are unmarried.
  6. Marriage-based KITAP is conditional on the marriage. Divorce ends it unless another guarantor is arranged.
  7. KITAP is not citizenship, and citizenship is not dual. Naturalisation needs five more years after KITAP and requires renouncing the other nationality.
