Citizenship of Georgia
Naturalisation for foreigners who have lived in Georgia for ten years, subject to language, constitutional knowledge and income conditions.
The conditions below come from Georgian advisers rather than from the statute: the Organic Law on Citizenship was not opened and read for this record. Confirm every figure against the current text or with the Public Service Development Agency before building a decade-long plan on it. The sequencing is not in doubt: citizenship sits behind permanent residence, which sits behind ten years of permits.

Application flow
- Hold permanent residence. The naturalisation file is built on that record.
- Confirm the current statutory conditions, including language level and exam syllabus, directly with the agency. Do not rely on adviser summaries, including this one.
- Assemble evidence of continuous residence, income and, where relevant, marriage to a citizen.
- Sit the Georgian language test and the exam on the constitution and history.
- File, and settle the dual nationality question before filing rather than after.
Good fit
Someone who already holds permanent residence, intends to live here permanently, and no plan to return home for work or care. Spouses of Georgian citizens, who may have a shorter residence requirement. Former citizens, whose route is restoration and is handled separately.
Poor fit
Anyone who intends to keep and use their existing passport. The general bar on dual citizenship, plus a discretionary presidential exception, means no application can guarantee the outcome. Anyone at year three, because nothing can be filed yet.
Watchpoints
- The statute was not verified for this record. The ten year figure, language level, exam content and income condition come from secondary description. Confirm them against the Organic Law before relying on any of them.
- Dual citizenship is the real decision. Georgia generally prohibits it, and the exception is presidential and discretionary. For most applicants this, not the exam, determines whether citizenship is available at all.
- Residence must survive the audit. The file rests on the same continuous permit record as permanent residence, so a gap or a decade of visa-free stays ends the plan before the exam stage.
- The five year spouse route is unconfirmed. A spouse should not plan around it without written confirmation.
- Restoration is not naturalisation. Former citizens apply on a different basis, and the outcome is discretionary rather than automatic.
- Citizenship is not required to live here. Permanent residence already gives indefinite stay and unrestricted work. Anyone whose only goal is to stay should stop there and avoid the dual nationality problem.
