Permanent residence status
A five-year residence card granted after three years of temporary status within the preceding five, on the same substantive test that supported the temporary card.
Permanent residence here is a status, not a permanent right. It is issued for five years and extended by five, and it can be revoked for absence or for falling below the threshold that justified it. The word means “not temporary”.

Application flow
- Confirm you have held temporary status for 36 months in total within the preceding 5 years. Gaps are tolerated; shortfalls are not.
- Confirm the substantive ground still holds: capital at or above the floor, a live contract, or the family relationship and housing.
- File at the migration service, or through permits.am from 1 November 2026.
- Pay the state fee and attend the interview if the National Security Service requests one.
- Wait 30 days, then collect the five-year card.
- Notify the migration service within 10 days of any absence exceeding 183 days in a rolling 365.
Good fit
The standard end state for a founder who has actually traded for three years and has tax filings to prove it. An employee who has stayed with the same employer or moved with proper notification. A foreign spouse of an Armenian citizen, who has the most predictable file of anyone.
Poor fit
Anyone who incorporated and did nothing; the tax record check kills dormant companies. Anyone counting on the old rule that let a business owner collect the five-year card immediately with no threshold, which closes on 1 November 2026.
Watchpoints
- Three years in five, not three consecutive years. The status must have existed for 36 months in total. Gaps are fine, but the months have to add up.
- The immediate grant is closing. Under the old law a business owner could get the five-year card on day one. From 1 November 2026 that door is shut. Anyone who can still file before then should.
- Absence is a revocation ground. More than 183 days in a rolling 365 must be notified within 10 days. Failure to notify is enough to lose the card, even if the absence itself was excused.
- The National Security Service interviews business applicants. Expect questions on premises, employees, tax paid and what the company actually does.
- The investment ground exists in statute but is not open. Article 29.6 creates permanent residence by investment, but the Government decree setting the minimum, the currency and the qualifying assets had not appeared as of 22 October 2026. Figures circulating such as USD 150,000 or USD 50,000 come from a 2022 draft that was never enacted. Treat the route as announced, not available, and do not pay anyone to reserve a slot.
- Exceptional services is discretionary and unpublished. The ground for scientists, athletes and philanthropists has no criteria, no checklist and no appeal, and its terms could not be confirmed from the statute directly.
